ACZ3 — Activity Centre Zone

What the ACZ3 zone means in Victoria, and which councils in our corpus map it. This is a plain-language summary of published material — it is not planning advice and it decides nothing about any particular site.

A bespoke zone for major activity centres that packages land use, height and design rules for the whole centre into one schedule with precinct-by-precinct controls.

Built form

Heights and setbacks set precinct-by-precinct in the ACZ schedule (some mandatory, some discretionary); the schedule replaces most standard zone rules.

Typically allowed

  • Retail, office, entertainment and civic uses per the precinct provisions
  • Apartments and shop-top housing in nominated precincts

What is allowed on a particular site depends on the council’s schedule to this zone and any overlays. Check the scheme; we make no determination.

Typically not allowed

  • Uses listed as prohibited in the schedule for the relevant precinct

What to look at

Everything depends on the ACZ schedule precinct map — obtain it and find your precinct before assuming either development upside or protection from tall neighbours.

This page reports what is mapped in published VIC planning data, as we last synced it on 22 May 2026. It is general information, not planning advice, and it makes no assessment of any proposal. Whether an approval is needed, and what a council decides, are matters for the responsible authority — check the council’s own planning scheme and contact them directly.
