FZ4 — Farming Zone

What the FZ4 zone means in Victoria, and which councils in our corpus map it. This is a plain-language summary of published material — it is not planning advice and it decides nothing about any particular site.

Victoria’s primary agricultural zone. Farming comes first; houses are allowed only where they support agriculture, and small-lot dwellings need a permit.

Built form

Minimum subdivision area per the schedule (default 40 ha); dwellings must not compromise agricultural use; excisions of existing houses are tightly controlled.

Typically allowed

  • Agriculture (no permit)
  • One dwelling on a lot at/above the schedule area (commonly 40 ha) without a permit; smaller lots need a permit
  • Rural industry, farm stays (with a permit)

What is allowed on a particular site depends on the council’s schedule to this zone and any overlays. Check the scheme; we make no determination.

Typically not allowed

  • Urban-style subdivision (minimum lot sizes are large)
  • Most commercial and industrial uses

What to look at

Do not assume a house permit on a small Farming Zone lot — many councils refuse them to protect farmland. Verify dwelling entitlement in writing before buying a "lifestyle" block here.
