GWZ1 — Green Wedge Zone
Melbourne’s protected non-urban fringe land: farming, conservation and rural uses are prioritised, and the zone is deliberately hard to subdivide or build extra houses on.
Built form
Minimum subdivision area per the schedule (default 40 ha) is entrenched — green wedge minimums cannot be reduced without ratification by both houses of Parliament (Planning and Environment Act 1987, s 46AC). Dwelling permits on small lots are discretionary and frequently refused.
Typically allowed
- Agriculture (no permit)
- One dwelling per lot (no permit at/above the schedule area, commonly 40 ha; a permit below it)
- Rural industry, outdoor recreation and some tourism uses (with a permit)
What is allowed on a particular site depends on the council’s schedule to this zone and any overlays. Check the scheme; we make no determination.

- Urban-style subdivision (minimum lot size is set by the schedule, default 40 ha, and is protected by legislation)
- Most retail, commercial and industrial uses
What to look at
Buyers routinely overestimate what green wedge land allows. Do not assume a house permit on a small lot, and treat subdivision as effectively unavailable — verify any dwelling entitlement with council in writing before purchase.
