PCRZ — Public Conservation and Resource Zone

What the PCRZ zone means in Victoria, and which councils in our corpus map it. This is a plain-language summary of published material — it is not planning advice and it decides nothing about any particular site.

Public conservation land — national and state parks, forests, coastal and waterway reserves — managed by a public land manager for environmental protection.

Built form

Development requires public land manager consent and is limited to the conservation/resource purpose; private development effectively requires rezoning first.

Typically allowed

  • Conservation, informal recreation and works by/for the public land manager

What is allowed on a particular site depends on the council’s schedule to this zone and any overlays. Check the scheme; we make no determination.

Typically not allowed

  • Private dwellings and private commercial development unrelated to the conservation purpose

What to look at

If a lot shows this zone it is almost certainly public parks estate, not developable private land — verify title and ownership. Adjoining PCRZ land does mean protected outlooks, but also bushfire exposure worth checking.

Councils that map PCRZ

This list covers the councils in our corpus only. A council we hold no data for may also map PCRZ — we simply cannot say.

This page reports what is mapped in published VIC planning data, as we last synced it on 23 May 2026. It is general information, not planning advice, and it makes no assessment of any proposal. Whether an approval is needed, and what a council decides, are matters for the responsible authority — check the council’s own planning scheme and contact them directly.
