Development for the public purpose is largely exempt from permit requirements; anything else needs rezoning.

- Private development unrelated to the public purpose (requires rezoning first)
What to look at
Not private development land. If offered for sale (e.g. a surplus school site), value depends on a future rezoning — price that risk explicitly.
