C1Z — Commercial 1 Zone

The main shopping-strip and centre zone: retail, offices, food and entertainment, with housing above shops encouraged.

Built form

No default height limit — scale comes from overlay schedules (commonly a DDO) and abutting-residential interface setbacks (Clause 34.01-4 amenity provisions).

Typically allowed

  • Shops, offices, food and drink premises (mostly no permit required)
  • Dwellings above ground floor / shop-top housing (generally no permit for the use)
  • Accommodation, medical centres, places of assembly (some with a permit)

What is allowed on a particular site depends on the council’s schedule to this zone and any overlays. Check the scheme; we make no determination.

Typically not allowed

  • Heavy industry
  • Uses with significant off-site amenity impacts

What to look at

Very flexible commercially, and residential upstairs is usually straightforward. Expect trading activity, deliveries and evening uses next door; check overlays for the real height limit.
