HCTZ1 — Housing Choice and Transport Zone
A newer zone applied around selected activity centres and stations to deliver more homes close to transport. It sets built-form outcomes by area (catchment) rather than a single flat height limit.
Built form
Heights and setbacks are set by the schedule for each centre/catchment (typically 3–6+ storeys closest to the centre, stepping down outward); deemed-to-comply pathways can remove third-party appeal rights for compliant proposals.

- Apartment and townhouse developments (with a permit)
- Single dwellings
- Small-scale shops/food and drink premises in some schedules (with a permit)
What is allowed on a particular site depends on the council’s schedule to this zone and any overlays. Check the scheme; we make no determination.

What to look at
Check the schedule for your exact catchment — the permitted scale can differ street by street. Compliant higher-density proposals nearby may proceed without neighbour appeal rights.
