HCTZ2 — Housing Choice and Transport Zone

What the HCTZ2 zone means in Victoria, and which councils in our corpus map it. This is a plain-language summary of published material — it is not planning advice and it decides nothing about any particular site.

A newer zone applied around selected activity centres and stations to deliver more homes close to transport. It sets built-form outcomes by area (catchment) rather than a single flat height limit.

Built form

Heights and setbacks are set by the schedule for each centre/catchment (typically 3–6+ storeys closest to the centre, stepping down outward); deemed-to-comply pathways can remove third-party appeal rights for compliant proposals.

  • Apartment and townhouse developments (with a permit)
  • Single dwellings
  • Small-scale shops/food and drink premises in some schedules (with a permit)

What is allowed on a particular site depends on the council’s schedule to this zone and any overlays. Check the scheme; we make no determination.

  • Industry and warehousing

What to look at

Check the schedule for your exact catchment — the permitted scale can differ street by street. Compliant higher-density proposals nearby may proceed without neighbour appeal rights.
