MUZ3 — Mixed Use Zone

What the MUZ3 zone means in Victoria, and which councils in our corpus map it. This is a plain-language summary of published material — it is not planning advice and it decides nothing about any particular site.

A flexible zone that mixes housing with compatible shops, offices and other business uses, usually along main roads and in urban-renewal areas.

Built form

No default height limit — heights come from the schedule or from overlays (commonly a DDO); ResCode applies to residential development unless varied.

Typically allowed

  • Dwellings and apartment developments
  • Shops, offices, food and drink premises (many without a permit or with a permit)
  • Small-scale industry with low amenity impact (with a permit)

What is allowed on a particular site depends on the council’s schedule to this zone and any overlays. Check the scheme; we make no determination.

Typically not allowed

  • Heavy industry and uses with significant off-site amenity impacts

What to look at

Expect commercial neighbours and activity (deliveries, evening trade). Good for live/work flexibility; investigate what the schedule and any Design and Development Overlay allow next door.
