PUZ1 — Public Use Zone
Land held for a public purpose — schools, hospitals, utilities, government facilities — with a suffix number identifying the purpose (e.g. PUZ2 education).
Built form
Development for the public purpose is largely exempt from permit requirements; anything else needs rezoning.
Typically allowed
- Uses conducted by or on behalf of the public land manager for the zoned purpose
What is allowed on a particular site depends on the council’s schedule to this zone and any overlays. Check the scheme; we make no determination.
Typically not allowed
- Private development unrelated to the public purpose (requires rezoning first)
What to look at
Not private development land. If offered for sale (e.g. a surplus school site), value depends on a future rezoning — price that risk explicitly.

This page reports what is mapped in published VIC planning data, as we last synced it on 23 May 2026. It is general information, not planning advice, and it makes no assessment of any proposal. Whether an approval is needed, and what a council decides, are matters for the responsible authority — check the council’s own planning scheme and contact them directly.
